Dear Sir/Madam:We have 3 – 4 Buyers in China, looking for M100/75.. 1. 200,000 MT per month in 4 shipments of 50,000 MT each. If you cannot supply this quantity, we can accept less monthly quantity.2.For 12 months contract. Delivery is CIF China port. 3. Buyer target CIF China price USAsk Buyer/MT. This is negotiable.Please confirm your acceptance of this price. Or send your best CIF China price as your counter offer.Buyer side commission is not required and not included in this CIF price of Ask Buyer/MT. 4.These Buyers would issue DLC – Documentary Letter of Credit or BG – Bank Guarantee . DLC or BG is payable by 100% T/T swift cash, AFTER M100 shipment arrival and complete CIQ inspection at China discharge port.5.One of my Buyer could issue SBLC – Standby Letter of Credit, or RDLC – Revolving DLC, if required by the Seller. 6.They make NO UPFRONT PAYMENT and NO ADVANCE PAYMENT. Buyer only make payments AFTER the shipment of M100 arrives China discharge port.Refinery Name – ICPO In the last 10 years or so. Many of the Russian Seller play with the INTERNET, used FAKE and FRAUD Refineries. Some even used real Refinery but without the Refinery knew their name was used. It is important you send me your Refinery name When this China Petroleum Authority check with Russian Ministry of Energy, and the International FRAUD WATCH organization. There are past records that some Russian refineries asked for Advance Payment for Contract Legalization fee. For Product Allocation fee. For Deposit of money under various names, etc.. Some Refinery had NonDelivery past records. Etc., etc. My China Buyers are all public listed companies and/or government companies. They cannot issue ICPO to a nameless Refinery and risk be circulated in the INTERNET for searching refinery as supplier later. This is against government RULE.These Buyers can only issue ICPO to a Refinery that is confirmed and approved by China Petroleum Authority. Therefore, we must submit your Refinery name to China Petroleum Authority, which is closely working with Russian Ministry of Energy. With the authority approval, we can then issue the ICPO to your refinery.Please confirm:1.Your refinery accept CIF China price USAsk Buyer/MT. with NO Buyer side commission.
